Housing minister John Healey has announced a boost to house building in England, by confirming nearly £500million funding to build around 8,000 affordable homes across the country. This takes total government funding for house building to £3.5 billion since June. Over 3,000 of these new homes are expected to be available through the government’s HomeBuy schemes, offering first time buyers a helping hand onto the property ladder. And nearly 5,000 homes will be available for affordable rent through housing associations.

Housing statistics for the final quarter of 2008 show a record low for the number of new homes being built. Housing starts (the number of private new homes under construction) were down 58 per cent from Q4 of 2007. Private enterprise housing starts were 64 per cent lower than the December quarter of 2007, with annual housing starts figures for England continuing to decline, totaling 105,000 in 2008, down some 37 per cent compared with 2007 and 43 per cent below their 2005-06 peak. Chairman of the Local Government Association housing board, Cllr Paul Bettison, said: ‘The slowdown in private sector house building will eventually affect the amount of affordable housing that is being built. This will mean fewer new social homes at a time when there will be more demand for them.’

Applications to build houses across the UK rose in the last quarter of 2009, according to the NHBC. It said applications to build new homes between October and December 2009 rose 64 per cent from 15,879 to 26,078 compared with the same period in 2008. This was driven by the private sector, where applications surged 113 per cent, from 8,646 in the last quarter of 2008, to 18,393 in 2009. Public sector demand saw a six per cent rise, from 7,233 to 7,685. Imtiaz Farookhi, chief executive of the NHBC, said: ‘Our house building colleagues across the industry have shown cautious optimism as they reveal their predictions for 2010. Now the nation’s housebuilders need support from the government as they see their way out of this downturn and try to meet the need for new homes.’

The government will struggle to build even half of its target of a million affordable homes by 2020 if the housing budget is not exempted from public spending cuts, a housing campaign group says. If the cuts to the house-building budget suggested by November’s pre-budget report go ahead, the number of affordable homes built by 2020 will be 444,000, says the National Housing Federation. The NHF is calling on Gordon Brown to make the house building budget ‘untouchable’ and give it the same status as hospitals, schooling and policing, areas the government said in November it would ringfence while it cut back spending in other areas.

Thirty years ago this month – on 20 December 2023 – the new Conservative government led by Margaret Thatcher published its housing bill, changing the social face of Britain with one of the most popular political promises in history: the Right to Buy.

Today the repercussions are still being felt. This year the number of council houses sold off passed the two million mark; so too did the numbers of people across Britain on waiting lists for a council house, up almost 10 per cent in a year.

Some inner-city areas would need decades to clear their backlog.

With house building all but stopped in a recession that has seen repossessions and unemployment rise, there is a crisis in Britain’s homes, and the finger of blame is pointed firmly at that ‘social revolution’ of 1979.

Demand to build council homes is far exceeding government expectations, putting pressure on the Treasury to release extra cash as part of the spending review next month.

The pressure amounts to an end to the 20-year effective moratorium on council house building, amid a new cross-party consensus to build council homes.

Nearly 90 local authorities, including large Conservative ones such as Birmingham, have bid to build a further 3,500 council homes as soon as possible.

The Department for Communities and Local Government (CLG) had planned and budgeted for a demand to build 1,200 homes.

The bids come on top of 49 councils that were given the go-ahead by CLG in the summer to build 2,200 homes on the condition that they were on site by March next year.

The unexpectedly large number of local authorities bidding in the second round represents the largest potential council house building programme in more than two decades.

The government is expected to announce modest rent reductions for around two million housing association tenants, despite a survey of tenants showing that most are against a rent cut.

The associations – the main providers of social housing – fear that such cuts will lead to a sharp fall in the level of affordable house building because they will be unable to raise the necessary loans for new building.

But ministers are determined to press ahead with the first ever rents cut, despite an opinion poll by the National Housing Federation (NHF), which represents the associations, showing that almost 70 per cent of tenants do not want a reduction.

The NHF says that even a small cut will reduce their income, already well down as a result of the recession, by millions of pounds.

NHF chairman, David Orr, said: ‘Faced with such a shortfall, associations could be forced into cutting back dramatically on the key services tenants really value, such as anti-social behaviour programmes, job training schemes and education initiatives.’

A Communities and Local Government select committee has reported that if the government is to meet its house building targets it must bring in new measures to support the mortgage market. The committee warned that the Treasury’s asset-backed guarantee scheme was not enough to kick start the housing market, and was ‘doomed to fail’. It also criticised the government for focusing on owner occupiers at the expense of the private and social rented sector.

The prime minister has written to housing professionals to reiterate his commitment to housing as one of his top priorities. He said that it was the right time to commit an additional £1.5 billion to build an extra 20,000 affordable new homes in the next two years, and by making ‘tough decisions’ such as reallocating departmental budgets we can ‘meet our obligations to a fairer, stronger and more prosperous society’.

However, the government has confirmed it has dropped its affordable house building target from 70,000 to 55,000 a year in the next two years, despite the additional funding, as it is now paying ‘more of the cost per house’ due to the huge reduction in section 106 agreements and other forms of private investment. The government expects to complete 55,500 affordable homes this year and 56,450 in 2010/11, but only 13,500 a year will be for social rent rather than the 45,000 out of 70,000 homes originally planned. Communities and Local Government refused to provide a regional breakdown of the reduced targets.
